The primary challenge for every law enforcement agency can be summed up in one word: resources. The amount of money, time, and personnel needed to run and attend training poses a challenge for everyone. Even if an agency had an unlimited training budget, it would not be able to have officers participate in lengthy training sessions because the front line would be short on resources, and necessary work would not be completed. The goal of every agency involved in training is the same—to offer the most effective training (i.e., maximum transfer of knowledge and job-related skills) possible while using the least amount of resources.
