A heightened state of awareness of terrorist threats has been woven into the everyday experience of many Americans. Nowhere is this more keenly felt than in law enforcement. As law enforcement acknowledges the challenges of an expanded mission driven by global terrorism and a dual role, responsible both for prevention and response, it is becoming glaringly obvious that training capacity is lacking.
