It was hardly a surprise when hundreds of residents of O’Fallon, Illinois, showed up on October 10, 2004, for an open house and a sneak peak at that municipality’s new state-of-the-art public safety facility. It was, after all, the culmination of a six-year process that had touched the lives of many in the community. It also marked the beginning of a new and exciting relationship between public safety officials and the people they serve.
