The Everett Police Department initiated the crime-free rental housing effort because police officers responded to the same few rental properties for repeated calls for services, encountering the noise or disturbance complaints, drug activities, and other crimes that directly affect the quality of life in the community. Rarely, however, did the owners or managers of the properties receive notification of the disturbance caused by their tenants. This communication gap between the police department and rental property owners and managers needed to be remedied. The Everett Police Department used information, technology, and education to address crime in rental properties.
