IACP delegates gathered at the annual IACP conference in Philadelphia in October to share ideas about police management, explore products and services in the exhibit hall, conduct official business of the association, and hear from such distinguished speakers as Attorney General John Ashcroft, FBI Director Robert S. Mueller III, Secretary of Homeland Security Tom Ridge, and NHTSA Administrator Jeffrey W. Runge. IACP President Joseph Samuels, Jr. presided over the conference; his successor is Chief Joseph M.
