Data Considerations for Anti-trafficking Enforcement in Developing Countries
In October 2019, Uganda’s only designated human trafficking prosecutor was attempting, for the second time, to hold a German national accountable for trafficking children on a remote island on Lake Victoria. For years, the alleged trafficker had operated a home for girls who had been victims of sexual abuse, many of whom now accused him of using this benevolence as a cover for something much more sinister—his ongoing sexual exploitation of those entrusted to his care.
