You are dispatched to a robbery. Upon arrival, you observe three men fleeing the scene. You and your partner pursue and are able to apprehend two of the three men. One of the individuals is demonstrating unusual behavior. He is rocking back and forth and muttering to himself. He does not respond to your directions. His behavior is erratic.
