Situational Leadership for Multiagency Operations: Brasilia’s Experience with Major Events

Traditional leadership is a well-known leadership style within law enforcement and has been examined in depth in several studies. Although traditional leadership has its benefits, situational leadership emerged as a better fit for Brazil for the challenge of integrating multiple agencies to manage and respond to major events, such as the Confederations Cup in 2013, World Youth Day in 2013, the World Cup FIFA in 2014, the Olympic Games in 2016, and large street protests. These events carry the constant concern of a terrorist attack, due to the media exposure of these events and the large crowds of people, and thus require exceptional planning and leadership.
