Strategic Communications in Developing Countries

A sea of people navigates the streets of Manila, Philippines, every day, talking on and looking at their cellphones just like in every big city in the modern world. Yet there is no obvious clue that the people of the Philippines spend more time than any other country in the world connected to social networks during a typical day. Understanding the significance this has on communications and safety, the Philippine National Police (PNP) have more than 1,000 official social media accounts representing police regions, stations, divisions, and directorates across the country of 110 million people and 7,100 islands.
