Authorities believed James DiMaggio, a family friend, murdered Hannah\u2019s mother and brother and set his home on fire before fleeing the area with Hannah. The alert marked the beginning of a weeklong manhunt by U.S. federal, state, and local law enforcement.<a href=\"#1\"><sup>1<\/sup><\/a><\/p>\n<p>U.S. Customs and Border Protection\u2019s (CBP\u2019s) Air and Marine Operations (AMO) received a high-priority request from the Federal Bureau of Investigation (FBI) Special Agent in Charge of Salt Lake City, Utah, to assist in the search for Hannah and her captor. The FBI had received a tip from horseback riders in the Frank Church \u201cRiver of No Return\u201d wilderness area in Idaho who had encountered two people who didn\u2019t look like they belonged there. Within hours of the request, AMO deployed a UH-60 Black Hawk and an AS350 A-Star helicopter. Aircrews immediately began tactical insertions and periodic relocations of federal, state, and local SWAT teams, including Boise SWAT, Idaho State Police, and Ada County Sheriff\u2019s Office in the rugged, mountainous terrain.<\/p>\n<p>At night, AMO law enforcement agents equipped with night vision goggles flew through Idaho\u2019s mountain valleys, searching for anything out of the ordinary that would lead them to Hannah\u2019s location. AMO agents located a suspect campsite using an infrared camera system and passed the information to the command center. Preparing for possible injuries, AMO crews, including a Certified Flight Paramedic, arranged the Black Hawk for potential medevac operations ahead of the recovery effort. AMO crews inserted the FBI Hostage Rescue Team (HRT) into a remote location two miles from the suspect\u2019s camp. The FBI HRT commandeered the campsite and safely rescued Hannah. DiMaggio was fatally wounded during the encounter.<a href=\"#2\"><sup>2<\/sup><\/a><\/p>\n<p>AMO continues to expand its involvement in joint operations with state, county, and city police departments and to strengthen these strategic partnerships. AMO is one of CBP\u2019s three uniformed components\u2014along with the Office of Field Operations and U.S. Border Patrol\u2014consolidated under the CBP umbrella after 9\/11. AMO serves and protects the American people through advanced aeronautical and maritime capabilities. With 1,200 federal agents, 267 aircraft, and 283 marine vessels operating from 91 locations throughout the United States and U.S. territories, AMO conducts its mission between ports of entry, in the air and maritime environments, and within the U.S. interior.<\/p>\n<p>AMO\u2019s mission involves four broad categories that reflect its core competencies: (1) interdiction, (2) investigation, (3) domain awareness, and (4) contingency operations and national tasking missions.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>Interdictions \u2013 Stopping Inbound Threats<\/b><\/big><\/span><\/p>\n<p>AMO\u2019s interdiction mission encompasses the interception, apprehension, or disruption of threats in the land, sea, and air domains as they move toward or across the U.S. borders. AMO utilizes high-speed coastal interceptor vessels and tactical helicopters to interdict illicit maritime attempts to smuggle drugs, weapons, and undocumented aliens in the customs waters, shorefronts, and approaches of the United States. Often, there is little time to interdict these inbound suspect vessels, and AMO has honed its maritime response capability to perform rapid and effective intercept, pursuit, and interdiction of these craft. Highly trained AMO vessel and aircraft crews initiate and execute warning shots and disabling fire in the maritime environment. AMO agents are subject matter experts in the use of these tactics to stop fleeing vessels, and AMO\u2019s training, tactics, and procedures are on the leading edge of best practices related to these types of deployments in the maritime environment. This well-rounded and established response capability protects U.S. shorelines and customs waters and greatly mitigates maritime threats to the United States.<\/p>\n<p>These interdictions are dynamic because drug smugglers often are unwilling to yield, surrender their high-valued narcotics, and submit to arrest. For example, in 2014, Marine Interdiction Agents (MIA) from the San Diego Air and Marine Branch were on a maritime patrol in a coastal interceptor vessel off of Laguna Beach, California, in the middle of the night. Agents came across a lights-out, panga-style vessel loaded with what appeared to be bales of narcotics and headed northbound under the cover of darkness. The MIA crew activated their lights and siren and used the loudhailer to command the vessel to stop, but the two apparent smugglers aboard the suspect vessel had no intention of stopping. The suspects began erratic and evasive maneuvers, attempting to escape into the blackness of the night. The highly skilled coastal interceptor vessel commander matched the suspect driver\u2019s maneuvers like a fighter pilot engaged in a dogfight. Recognizing that stopping the fleeing felons as quickly and safely as possible was the top priority, the interceptor\u2019s crew seamlessly followed protocol and deployed warning shots. When this failed to daunt the smugglers, the agents then deployed several rounds of disabling fire into the motor of the suspect vessel, bringing it to an abrupt stop. Once the pursuit was over, a search of the vessel led to the recovery of more than 70 bales of marijuana weighing over 2,400 pounds\u2014a typical haul for this busy area of responsibility where air and marine agents routinely hunt for suspected drug and migrant smugglers on the high seas and in the customs waters. AMO has refined its capability to interdict suspect vessels and constantly reassesses its strategy in addressing this ever-changing threat.<\/p>\n<p><span style=\"color: #447f3f;\"><big><i>Imminent Danger at Sea<\/i><\/big><\/span><br \/>\n<img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-31053 alignleft\" src=\"http:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/ALZ_1360-300x200.jpg\" alt=\"alz_1360\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/ALZ_1360-300x200.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/ALZ_1360-768x512.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/ALZ_1360-1024x682.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/ALZ_1360-272x182.jpg 272w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>There is no such thing as a routine vessel interdiction\u2014the threat in these situations is very real. For instance, on the night of May 17, 2015, MIAs from the St. Thomas Marine Unit, U.S. Virgin Islands, observed a suspect vessel with multiple occupants, and what appeared to be bales of narcotics, attempting to enter the United States through the waters of the British Virgin Islands (BVI). Pursuant to a bilateral agreement with British Customs and Immigration, the marine crew, on board a 39-foot Midnight Express vessel, engaged in a high-speed pursuit of the suspect vessel when it failed to stop upon command. The smuggling vessel made several attempts to evade the pursuit, and, when the evasion failed, the driver attempted to ram the AMO vessel and began to fire at the agents with an AK-47 style high-powered assault rifle. He continued to attempt evasive maneuvers while directing gunfire at the MIAs, narrowly missing them and striking the vessel several times.<\/p>\n<p>Agents perceived the deadly threat and returned fire. The MIA vessel commander skillfully maintained a position of advantage as the agents returned fire and stopped the threat. The crew members then deployed disabling fire into the outboard engines to stop the smuggling vessel so they could board and clear the conveyance of additional threats. After controlling and arresting the three smuggling suspects, the agents observed that the suspect driver had sustained gunshot wounds, and MIAs immediately began first aid and initiated CPR on the injured assailant. They continued CPR as he was evacuated to a Tortola, BVI, medical facility, where he was pronounced deceased at the hospital. The MIA vessel commander and the rest of the crew remained with the smuggling vessel and the other suspects. After a thorough search of the smuggling vessel, agents discovered 16 bales of cocaine.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>Investigations \u2013 The Backbone of Arrests and Interdictions<\/b><\/big><\/span><\/p>\n<p>AMO leverages the expertise of its agents in the air and maritime domains to conduct investigations to defeat criminal networks. AMO enforces U.S. laws, including those that apply to customs and immigration, and aviation and maritime-specific regulations, in addition to investigating standard criminal activity. This responsibility extends well beyond the U.S. border into the offshore environment and into interior U.S. cities. AMO conducts its investigations both independently and as members of partnerships, task forces, and other whole-of-government networks.<\/p>\n<p>For instance, in 2015, an agent based at the Buffalo, New York, Marine Unit and assigned to the FBI Joint Terrorism Task Force assisted in the 11-month investigation and arrest of Arafat Nagi, a Lackawanna, New York, man suspected of terrorism. The Buffalo Air Unit conducted surveillance during the investigation and warrant service. The task force arrested Nagi on July 29, 2015, and indicted him on charges of attempting to provide material support to ISIS.<a href=\"#3\"><sup>3<\/sup><\/a><\/p>\n<p>AMO\u2019s focus on investigations augments task forces across the United States. Agents conduct investigations, develop criminal cases, support prosecutors, and testify in court, in addition to their enforcement actions in the air, land, and maritime domains. AMO agents also bring specialized skill sets into the investigative realm such as covert electronic tracker installations and tracking, undercover vessels and operators, confidential human sources, and technical intelligence collection. They conduct this work jointly with Homeland Security Investigations, the Drug Enforcement Administration, and state, county, and city police departments across the United States.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>Domain Awareness \u2013 From Catching Drug Smugglers to Saving Lives<\/b><\/big><\/span><\/p>\n<p>AMO specializes in domain awareness, which is the effective understanding of the environment and information associated with the various domains (air, land, and maritime) that could affect safety, security, the economy, or the environment. Domain awareness is one of AMO\u2019s most critical contributions to securing U.S. borders and stopping criminal organizations. AMO shares real-time, actionable information with law enforcement by linking a vast network of sensors and sensor-equipped aircraft and vessels through the Air and Marine Operations Center (AMOC), located at March Air\u00a0Reserve Base in Riverside, California.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-31055 alignleft\" src=\"http:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/IMG_3432-300x200.jpg\" alt=\"img_3432\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/IMG_3432-300x200.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/IMG_3432-768x512.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/IMG_3432-1024x683.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/IMG_3432-272x182.jpg 272w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/IMG_3432.jpg 1050w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>For example, on March 2, 2014, AMOC personnel received a call from the Federal Aviation Administration\u2019s Albuquerque Air Route Traffic Control Center, indicating that a U.S.-registered aircraft crash-landed in Sonora, Mexico, while en route to Nogales, Arizona. Through forensic analysis, AMOC personnel determined the aircraft originated in Puerto Pe\u00f1asco, Mexico and tracked its course until it faded from radar at the crash site. AMOC personnel provided crash site coordinates, which were relayed to the government of Mexico through the Albuquerque control center. Darkness, coupled with the remoteness of the site, required rescue personnel to wait until daybreak to conduct recovery operations. The next day, the pilot was rescued 75 miles south of the United States\u2014less than 2 miles from the coordinates provided by AMOC personnel. The pilot sustained only minor injuries and was airlifted to safety and reunited with his family.<\/p>\n<p>Another example of AMO\u2019s domain awareness capabilities occurred in spring 2015 when an AMO Detection Enforcement Officer (DEO) identified an ultralight aircraft near Cuervos, Baja California in Mexico, heading toward the U.S.\/Mexico border. The officer tracked the ultralight northbound and requested an AS350 A-Star helicopter crew from Yuma, Arizona, to investigate. Once airborne, the crew was vectored by the officer to intercept the ultralight, and the officer simultaneously coordinated with the Yuma Border Patrol Station to provide ground support. The AS350 crew observed what appeared to be contraband on the ground near where the ultralight turned back toward Mexico. The crew guided Border Patrol agents to the contraband, where the agents seized 231 pounds of marijuana. The ultralight absconded back into Mexico after the airdrop. Not only is domain awareness one of AMO\u2019s most critical contributions to securing U.S. borders, but this capability also significantly contributes to Department of Homeland Security (DHS) efforts as a whole.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>Contingency Operations \u2013 National Events<\/b><\/big><\/span><\/p>\n<p>AMO performs a range of aviation and maritime contingency operations and national tasking missions, including disaster relief, continuity of operations, humanitarian operations, search and rescue, tactical team insertions and logistics, and National Special Security Events.<\/p>\n<p>For example, during Pope Francis\u2019s recent historic visit to the United States, AMO provided critical real-time situational awareness for the U.S. Secret Service and local law enforcement through a streaming video feed from air assets to several joint operations centers. Aircrews established and maintained airborne command and control, providing communications between the operators and the operations centers. In addition, through the Air and Marine Operations System, personnel at these centers had access to a combined radar picture of all Federal Aviation Administration and military radar images. AMO UH-60 helicopter crews remained on standby, providing a rapid response capability for special response teams. Air and marine agents were also in Philadelphia, Pennsylvania, to assist with securing the maritime environment. AMO provides these capabilities and air domain expertise during numerous other significant U.S. events as well, including the Super Bowl, United Nations General Assemblies, and presidential inaugurations.<\/p>\n<p>AMO also operates unmanned aircraft systems (UAS), which not only enhance CBP\u2019s border security mission, but also augment contingency operations and national tasking missions in a variety of ways, including saving lives. For example, on August 4, 2015, aircrews with the National Air Security Operations Center in Sierra Vista, Arizona, responded to a 9-1-1 call from migrants lost in the desert who needed urgent medical care. Within 10 minutes of the call, a UAS detected the migrants and relayed video to agents at the Joint Intelligence Operations Center. Now able to pinpoint the group\u2019s geographic coordinates, ground agents deployed to their location and transported the migrants to a local hospital.<\/p>\n<p>Because AMO possesses highly specialized capabilities, it frequently collaborates and assists other federal components and state, county, and city police departments during these high-profile events or times of natural disaster.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>General Aviation<\/b><\/big><\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-31054 alignleft\" src=\"http:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/OAM-3-Zamora-300x200.jpg\" alt=\"oam-3-zamora\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/OAM-3-Zamora-300x200.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/OAM-3-Zamora-768x511.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/OAM-3-Zamora-1024x682.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/OAM-3-Zamora-272x182.jpg 272w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/>AMO has a critical role in securing U.S. airspace by detecting, investigating, and interdicting general aviation aircraft that are being used in the commission of crimes. To enhance existing collaboration with law enforcement partners in this effort, AMO established Operation SKY PRO. Operation SKY PRO fosters positive relationships and interaction between the general aviation community and law enforcement officers in an effort to develop intelligence on international and domestic smuggling activities. AMO utilizes the AMOC\u2019s capabilities to identify air smuggling threats and coordinates response efforts with air and marine agents or partner agencies.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>Long Range<\/b><\/big><\/span><\/p>\n<p>AMO also conducts extended border operations to counter transnational organized crime within the source and transit zones as well as the approaches to the United States with high-endurance P-3 Orion and UAS. These operations routinely detect and coordinate with other U.S. assets, allies, and partner nations to interdict drug- or weapon-laden vessels, such as self-propelled semi-submersibles within the Eastern Pacific Ocean or aircraft transiting the Caribbean Sea with bulk cash. This proactive approach results in CBP seizing contraband long before it reaches the U.S. border and reducing the corrosive effects on partner nations throughout the operational region.<\/p>\n<p><span style=\"color: #447f3f;\"><big><b>Putting It All Together<\/b><\/big><\/span><\/p>\n<p>AMO is a critical component of CBP\u2019s risk-based and layered approach for border security. AMO strives for the highest level of professionalism and expertise in the execution of its mission.
