What sometimes gets lost in today\u2019s busy world with many competing priorities is that traffic safety is an essential part<br \/>\nof public safety. Law enforcement plays a critical role not only in the enforcement of traffic safety, but also in traffic safety education and building public awareness of behavioral safety issues.<\/p>\n<p>The National Highway Traffic Safety Administration (NHTSA) estimates that more than 36,000 people in the United States died in traffic-related fatalities in 2019.<sup>1<\/sup> Risky behaviors\u2014including drug- and alcohol-impaired driving, speeding, distracted driving, and not wearing seat belts\u2014were factors in the majority of those fatalities. While the enforcement of traffic laws is a proven countermeasure for changing high-risk driving behaviors and preventing crashes, so too is public education. Proactive enforcement paired with public outreach and education can serve as a force multiplier and lead to safer driving behaviors.<\/p>\n<p>Building relationships is at the heart of any successful communications effort. There are a number of opportunities for law enforcement agencies and officers to communicate with the public about traffic safety issues, and effectively managing those communications can benefit both the public and those sworn to protect them.<\/p>\n<h3><span style=\"color: #0081ab;\"><strong>Relationship Building Via Traffic Enforcement<\/strong><\/span><\/h3>\n<p>The first available opportunity to those looking to reduce risky driving behaviors is building one-on-one relationships with members of the community. Traffic stops are often the most common interaction individual community members have with police, and the manner in which stops are conducted can have an impact on overall relations with the public. The overwhelming majority of those interactions are with otherwise law-abiding members of the community.<\/p>\n<p>Every interaction with a traffic safety law offender is an opportunity to improve community relations, build trust, and convey the importance of enforcement activities. Even when tickets are issued, an arrest made, or a search executed, officers have the opportunity to ensure the lasting impression of the encounter is one of respect and professionalism.<\/p>\n<p>Traffic stops contribute to both specific and general deterrence in the community, helping to develop a safety culture. The specific deterrence comes from halting an immediate violation of the law and providing an opportunity to educate a motorist and change his or her driving behavior. The general deterrence is the visible reminder that traffic safety is a priority in the community as evidenced by proactive and sustained enforcement efforts.<\/p>\n<p>High-visibility enforcement campaigns extend the specific and general deterrence benefits of enforcement to a much larger audience than the limited number of people who see a traffic stop in progress. These focused campaigns are usually supported by funding and resources from a state highway safety office (SHSO). An extensive media plan informs the public of the problem that is the focus of the campaign (such as impaired driving or seat belt use); the enforcement strategies being used during the campaign period; and at the campaign\u2019s conclusion, the results and successes achieved. Since most motorists will likely not witness specific enforcement activities during the campaign, it is critical that they are informed of its existence to understand the nature of the problem and of the likely consequences if they are caught engaging in an unsafe driving behavior.<\/p>\n<h3><span style=\"color: #0081ab;\"><strong>Leveraging Social Media to Connect<\/strong><\/span><\/h3>\n<figure id=\"attachment_58297\" aria-describedby=\"caption-attachment-58297\" style=\"width: 300px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-58297\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-SafteyTipSaturday-300x272.jpg\" alt=\"\" width=\"300\" height=\"272\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-SafteyTipSaturday-300x272.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-SafteyTipSaturday-1024x927.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-SafteyTipSaturday-768x695.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-SafteyTipSaturday.jpg 1169w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-58297\" class=\"wp-caption-text\">Montana Highway Patrol Facebook post<\/figcaption><\/figure>\n<p>Officers and agencies also have opportunities to build individual relationships on a larger scale through the effective use of social media and other online communities. Public information officers (PIOs) in agencies worldwide are using Twitter, Facebook, and Instagram in innovative ways to connect with their communities and share critical public safety messages. The California Highway Patrol, for instance, uses quizzes and memes to engage its nearly 289,000 Facebook followers, while the Montana Highway Patrol has amassed more than 9,000 followers on Instagram with regular posts showcasing the agency\u2019s human and K9 officers, activities, and road safety messages.<\/p>\n<p>On Twitter, the Lawrence, Kansas, Police Department has earned national recognition\u2014and more than 185,000 followers\u2014for their clever use of humor to share important safety messages, with collections of their tweets even being highlighted on pop culture websites.<sup>2<\/sup> A 2019 research report sponsored by NHTSA, Social Media Practices in Traffic Safety, examined social media efforts conducted by a variety of SHSOs and developed a list of six promising practices to guide social media strategy.<sup>3<\/sup> Among the findings was that comedic twists and entertaining posts were often considered more \u201csuccessful\u201d in connecting with the public. Other practices that were shown to increase engagement were the use of photos and videos on Twitter posts and the judicious use of hashtags.<\/p>\n<figure id=\"attachment_58298\" aria-describedby=\"caption-attachment-58298\" style=\"width: 300px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-58298\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-at-2.41-300x208.jpg\" alt=\"\" width=\"300\" height=\"208\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-at-2.41-300x208.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-at-2.41-1024x710.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-at-2.41-768x533.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Screen-Shot-2020-08-10-at-2.41.jpg 1198w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><figcaption id=\"caption-attachment-58298\" class=\"wp-caption-text\">Boise, Idaho, Police Department Corporal Kyle Wills on Twitter<\/figcaption><\/figure>\n<p>Individual law enforcement officers have also been able to build large followings on Twitter to better spread safety messages. Perhaps one of the best known in the United States is Trooper Ben Gardner, aka \u201cTrooper Ben,\u201d of the Kansas Highway Patrol (KHP). Trooper Ben\u2019s success has come from his responsiveness and engagement in conversations with others on Twitter, his positivity and authenticity, his consistency in sharing safety messages (especially regarding seat belt use), and his willingness to provide transparency into the KHP. In another example, Boise, Idaho, Police Department Corporal Kyle Wills has been using the #TrafficTipTuesday hashtag to answer questions from and provide advice to his growing audience of 3,000+ followers. As with Trooper Ben, Corporal Wills relies on positivity and authenticity to connect with his followers and develop relationships that increase the impact of his regular traffic safety messaging.<\/p>\n<p>The Ontario Provincial Police (OPP) have long been known for effectively using mainstream media to reach the maximum number of people possible in both urban centers and remote areas. Adding social media tools to their toolbox has allowed multiple officers from within the agency to communicate directly with regional audiences. For example, Sergeant Kerry Schmidt of the OPP\u2019s Highway Safety Division can be found at collision scenes live broadcasting crash details, prevention information, and suspect descriptions to alert and educate the public.<\/p>\n<p>In the United Kingdom, Sergeant Neil Dewson-Smyth of the Cheshire Police has created a global awareness program with the goal of ending mobile device\u2013related distracted driving with his #DontStreamAndDrive campaign. What started as one man\u2019s mission to point out the dangers of streaming while driving to those who did it and the people who watched the streams has become an annual awareness event that reaches a global community.<\/p>\n<p>These examples (and the many other examples that exist around the globe) demonstrate the true power of building relationships online. When done properly, the end result is trust. Officers and agencies that have decided to use social media to build relationships with their communities have worked diligently at being transparent and honest and showing that they care about their audience. Likes, subscribers, comments, follows, and all other metrics of success weren\u2019t the driving factors for their work online. Their primary focus was helping their communities. Those that have done that best have been rewarded with large followings and the respect of their communities.<\/p>\n<h3><span style=\"color: #0081ab;\"><strong>Developing Relevant and Engaging Content<\/strong><\/span><\/h3>\n<p>While building relationships is critical to ensuring that there is an audience for traffic safety communications, the content of those communications needs to be relevant, timely, and engaging. Fortunately, there are a number of resources that law enforcement agencies can tap to help them craft messages that work for their communities.<\/p>\n<figure id=\"attachment_58300\" aria-describedby=\"caption-attachment-58300\" style=\"width: 320px\" class=\"wp-caption alignleft\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-58300\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-232x300.jpg\" alt=\"\" width=\"320\" height=\"414\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-232x300.jpg 232w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-791x1024.jpg 791w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-768x994.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-1187x1536.jpg 1187w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-1583x2048.jpg 1583w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/2019_s0_quickfacts-scaled.jpg 1978w\" sizes=\"auto, (max-width: 320px) 100vw, 320px\" \/><figcaption id=\"caption-attachment-58300\" class=\"wp-caption-text\">Crash data report from the Oklahoma Highway Safety Office<\/figcaption><\/figure>\n<p>In the United States, each state and territory has an SHSO that partners with law enforcement in providing public safety services and can be a valuable resource for agencies and officers who engage in traffic safety communication and enforcement. Many SHSOs are located within their state\u2019s department of transportation; others are part of the public safety department or other state agency, and a few are independent offices with state governments. <a href=\"https:\/\/www.ghsa.org\/index.php\/about\/shsos\">A list of all SHSOs, along with links to their websites is available on the Governors Highway Safety Association website<\/a>.<\/p>\n<p> <\/p>\n<p>These SHSOs can provide crash data and trends to help law enforcement agencies identify crash hot spots and areas where increased enforcement efforts can save lives. They can also identify the most common risky driving behaviors in a given region. SHSOs provide grant funds to law enforcement to assist with traffic safety operations and high-visibility enforcement campaigns and can support those efforts with public awareness and messaging campaigns. Often, SHSOs will provide law enforcement agencies with traffic safety talking points, social media graphics, posters, public service announcements, and more to help with agencies\u2019 messaging efforts.<\/p>\n<p>Forty-eight U.S. states have some form of a law enforcement liaison (LEL) program that serves as a conduit for information and resources from the SHSO to law enforcement agencies in the state. <a href=\"https:\/\/www.nlelp.org\/about-lel\/lel-directory\/\">Click to find an LEL in a particular state<\/a>. LELs often help coordinate high-visibility enforcement campaigns in conjunction with national mobilizations and can help bring together neighboring law enforcement agencies for multijurisdictional and regional traffic safety initiatives.<\/p>\n<figure id=\"attachment_58299\" aria-describedby=\"caption-attachment-58299\" style=\"width: 231px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"size-medium wp-image-58299\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/LEL-newsletter-231x300.jpg\" alt=\"\" width=\"231\" height=\"300\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/LEL-newsletter-231x300.jpg 231w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/LEL-newsletter.jpg 625w\" sizes=\"auto, (max-width: 231px) 100vw, 231px\" \/><figcaption id=\"caption-attachment-58299\" class=\"wp-caption-text\">The LEL newsletter keeps liaisons current on traffic safety issues and activities.<\/figcaption><\/figure>\n<p>Law enforcement agencies can also take advantage of communications resources available from federal agencies. NHTSA\u2019s TrafficSafetyMarketing.gov website provides a wide variety of campaign resources on a range of safety topics, all of which can be used by law enforcement for safety messaging purposes. In addition, NHTSA\u2019s Division of Enforcement and Justice Services has developed a number of toolkits for law enforcement to assist with high-visibility enforcement campaigns and other safety initiatives.<sup>4<\/sup> Finally, <a href=\"https:\/\/cdan.nhtsa.gov\/STSI.htm\">NHTSA\u2019s State Traffic Safety Information website<\/a> maps three years of crash data from the agency\u2019s Fatality Analysis Reporting System to allow law enforcement agencies to pinpoint the locations of fatal crashes in their jurisdictions.<\/p>\n<h3><span style=\"color: #0081ab;\"><strong>Conclusion<\/strong><\/span><\/h3>\n<p>Today, policing faces many challenges that put stress on the men and women on the front lines. The field is encountering a dwindling pool of candidates who desire to put on the uniform and walk the line. Those already in the profession are dealing with more and more reactive work and less time for proactive initiatives and duties. In addition, communities around the globe are in the midst of a global pandemic that, for a time, stunted virtually all nonessential interactions and continues to affect people and operations in many areas.<\/p>\n<aside class=\"pullout alignleft\"><big><strong>IACP Resources<\/strong><\/big><\/p>\n<ul style=\"list-style-type: square;\">\n<li><a href=\"https:\/\/www.theiacp.org\/resources\/policy-center-resource\/social-media\" target=\"_blank\" rel=\"noopener noreferrer\">Social Media Policy Considerations<\/a><\/li>\n<li><a href=\"https:\/\/www.theiacp.org\/resources\/technology-and-social-media\" target=\"_blank\" rel=\"noopener noreferrer\">Social Media Checklists and Factsheets<\/a><\/li>\n<\/ul>\n<p><strong><a href=\"https:\/\/www.theiacp.org\/\" target=\"_blank\" rel=\"noopener noreferrer\">theIACP.org<\/a><\/strong><\/p>\n<ul style=\"list-style-type: square;\">\n<li><a href=\"https:\/\/www.policechiefmagazine.org\/opp-brings-fresh-perspective-to-traffic-safety-social-media\/\">\u201cOPP Brings Fresh Perspective to Traffic Safety Social Media\u201d<\/a> (article)<\/li>\n<\/ul>\n<p><\/aside>\n<p>It is difficult for police to be everywhere communities want them to be and do everything communities want them to do, so the prioritization of functions and roles becomes paramount in determining resource allocation. Thus, embracing robust social media programs, outreach, and education become more and more important to create an environment that helps to positively influence the behavior of communities\u2014including driving behaviors.<\/p>\n<p>Keeping communities safe and reducing crashes, injuries, and deaths on the roadways is a shared responsibility. Law enforcement\u2019s authoritative voice is needed to help amplify the message that traffic-related deaths are preventable. Fortunately, there are a variety of ways in which law enforcement can disseminate that message widely and effectively.
