{"id":63100,"date":"2021-06-01T08:00:50","date_gmt":"2021-06-01T12:00:50","guid":{"rendered":"https:\/\/www.policechiefmagazine.org\/?p=63100"},"modified":"2021-05-28T08:26:41","modified_gmt":"2021-05-28T12:26:41","slug":"new-transnational-technological-mafias","status":"publish","type":"post","link":"https:\/\/www.policechiefmagazine.org\/new-transnational-technological-mafias\/","title":{"rendered":"The New Transnational and Technological Mafias"},"content":{"rendered":"<p> <\/p>\n<p>Contemporary mafias in all their manifestations are now a transnational phenomenon.\u00a0It is impossible to isolate mafia criminal activities in a single specific territory. To understand the new organized crime, it is necessary to have a complete picture to foresee the links and connections on a global level. The mafia criminal networks now all operate beyond the borders and must therefore be studied and fought worldwide. It is essential to reinvigorate investigative and judicial cooperation in the fight against transnational organized crime, and in terms of experience, Italy has a lot to offer both at a European and an international level. It is also desirable to create a global platform for the exchange of research and study experiences on the prevention and fight against organized crime.<\/p>\n<p>The new mafias have become as powerful as national governments in many parts of the world. They have criminal contacts at every level, so they have become entities that need to be studied at a geopolitical level. These criminal networks are powerful, established organizations that are capable of influencing the way countries interact with each other. In Italy, the mafias use the proceeds of their crimes to expand into many legitimate businesses. Without a doubt, today\u2019s organized crime constitutes a real factor of power and conditioning in the global political, social, and economic-financial environment. The main lesson to be learned from the Italian experience is that solid foundations are needed to fight crime. The mafias are constantly evolving and tend to take over weakened institutions to continue to fortify themselves. After the death of the prominent anti-mafia magistrates Giovanni Falcone and Paolo Borsellino, the Italian government has no longer paid enough attention to building solid anti-mafia institutions, resulting in a standstill in the fight against the mafia.<sup>1<\/sup><\/p>\n<p>The infamous 1986 \u201cMaxi Trial,\u201d against the Sicilian mafia, in which 338 individuals were convicted of mafia-related crimes, came with a very high price in many human lives, but today, it still remains the symbol of how it is possible to fight and defeat the mafia.<sup>2<\/sup> Italian organized crime has grown from its predatory, massacre phase in the 1980s to a parasitic, market-based, corrupt one today. It is a fact that criminal networks have penetrated the vital ganglia of the government. In some areas of the world, they even control parts of central and local institutions. For governments across the world, the real challenge should be to reverse this situation. However, if governments invest in building healthy public institutions, the world could begin to see results even in the short term.<\/p>\n<p>The new mafias are now integrated into society, politics, economies, and financial realms. They invest in legal businesses but use illegal methods to compete in the markets. In a period of crisis like the one the world has been going through, mafia organizations have the opportunity to become more powerful. To prevent this from happening, the main objective should be to fully restore the rule of law, which will require strong and credible institutions. Optimally, communities will collaborate with investigative and judicial authorities. For this to happen, however, governmental organizations must be viewed as reliable and trustworthy by their people. The solution to the dilemma lies in the community itself\u2014the government, police, and criminal justice system need the full cooperation of civil society to tackle organized crime. As long as communities cannot trust their institutions, the fight against the mafias will remain uphill.<\/p>\n<h3><span style=\"color: #50bfe6;\"><strong>Covid-19 Pandemic and Mafia Metamorphosis<\/strong><\/span><\/h3>\n<p>An ad that recently appeared on a well-known social network offered a discount on the next purchase if the names and emails of five other acquaintances were provided. The language of the advertisement was indistinguishable from that of other online advertisements, but the products for sale were drugs (cocaine, ketamine, synthetic drugs). As evidenced by this example, the mafias have quickly adapted their marketing and sales strategy to meet the needs of consumers stranded at home during the pandemic. While medium and small businesses suffer very substantial economic damage, mafias, on the contrary, thrive. Online drug and alcohol sales have doubled, and legitimate online providers have significantly increased their customer base. Netflix added more than 15 million subscribers in the early months of the pandemic.<sup>3<\/sup> The online retailer Amazon has benefited so much from the crisis that its founder will be the first billionaire to exceed a net worth of $200 billon.<sup>4<\/sup><\/p>\n<p>Unfortunately, this was also true for transnational organized criminal groups all over the world\u2014the crisis was a huge opportunity to increase their economic gains. Drug trafficking underwent a metamorphosis during the pandemic. The various drug cartels used the pandemic to consolidate and rebuild their businesses, diversify their businesses, and eliminate competition. There have been substantial increases in the retail and wholesale prices of methamphetamine, cocaine, and heroin. This means the demand has not diminished at all. The mafias have developed diversified strategies such as delivery by drones, using all kinds of experimentation and technological innovation. With delivery networks ranging from express courier to the postal service and online shipments, it is easier and safer than ever for drug traffickers to distribute narcotics without attracting the attention of investigators.<\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-63103 size-medium alignright\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-300x200.jpg\" alt=\"\" width=\"300\" height=\"200\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-300x200.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-1024x683.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-768x512.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-1536x1024.jpg 1536w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-2048x1365.jpg 2048w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/GettyImages-1182955043-272x182.jpg 272w\" sizes=\"auto, (max-width: 300px) 100vw, 300px\" \/><\/p>\n<p>There is also a steady increase of activity on the dark web, which strengthens the criminal markets operating on the internet. The mafias, especially in this period, are investing in technological innovations. They are currently developing unmanned drones and mini-submarines (even ones armed with explosives) that cannot be detected by radar. The most powerful mafia clans use drones to smuggle drugs into the various territories under their control. They were ready to use new technologies long before Covid-19 swept the globe, with the ability to leverage cutting-edge experimentation and innovation. The mafias also understood that a great criminal strategy was the diversification of the various drugs, so they immediately shortened supply chains and limited risk exposure along the production path. One example is the creation of synthetic versions of drugs within a consuming country, such as the dangerous heroin substitute, fentanyl. Creating drugs within the same country that they are intended for eliminates the need to transport goods across national borders. There is also an economic rationale for this strategy\u2014synthetic drugs create a strong dependence and, therefore, lead to a consequent increase in consumption and demand. The mafias get maximum results with minimum effort.<\/p>\n<blockquote><p><span style=\"color: #50bfe6;\">\u201cThere is also a steady increase of activity on the dark web, which strengthens the criminal markets operating on the internet. The mafias, especially in this period, are investing in technological innovations.\u201d<\/span><\/p><\/blockquote>\n<p>The portfolio diversification strategies adopted by the clans during the global pandemic also provide some clues as to where their shady deals might be heading. The huge demand for medical masks moves criminal networks and unauthorized manufacturers to rush into action. Coronavirus-related web scams, such as sales of counterfeit hand sanitizers and fake test kits, have seen a notable increase. Cybercrime and fraud, particularly phishing attacks, have increased since the crisis began. There is also an increase in sexual abuse and sexual exploitation of children for profit online. In almost every part of the globe, mafias are distributing food packages to the most needy families. First, a mafia representative \u201cgives\u201d to obtain consent, and then he or she draws in anyone who has resorted to accepting their help. This mechanism, despite being clearly perverse, greatly strengthens the mafias that control the territories and their economies, making the poor increasingly poor and vulnerable to blackmail. In recent months, in Italy, Cosa Nostra has distributed food to the inhabitants of the Zen district of Palermo who could not afford it. The Camorra has done the same for the most needy in Naples and its province. The \u2018Ndrangheta did not distribute food but instead provided money that it delivered directly to families as if they were shopping vouchers. The same thing is done by the other mafias scattered around the globe (Americans, Mexicans, Colombians, Russians, Chinese, Japanese, and so on). It is the new \u201cmafia welfare\u201d done to the detriment of a state that is unfortunately still static in the face of an epochal crisis. If there are inadequate public policies, unjustified delays, and obvious superficiality with which the problems of this crisis are faced, the mafias will inevitably benefit. Politics and social hardships are closely connected. It is precisely these shortcomings that determine social unease, while the mafias are essentially the result. Therefore, if people continue to confuse causes with effects, the mafias can rest assured and continue to operate undisturbed.<\/p>\n<h3><span style=\"color: #50bfe6;\"><strong>Mafias and Emerging Technologies<\/strong><\/span><\/h3>\n<p>The technological revolution of the third millennium is bringing about incredible opportunities for the mafias that were inconceivable until just a few years ago. Artificial intelligence, robotics, big data, the internet, and all of the other technologies of the fourth industrial revolution are changing lives like never before\u2014and, unfortunately, opening new and extremely dangerous scenarios for exploitation by global organized crime. The mafias have already equipped themselves to derive the highest possible profits from the ideal society of the third millennium, the so-called Society 5.0. In the era of digital technologies, mafias have once again confirmed their flexibility, linking the real and the virtual and investing capital in innovative and high-tech business areas. For the new mafia members, many projects are linked to the development of alternative energy sources; the environmental emergency and activities with a very high technological and digital content are of particular interest to them.<\/p>\n<p>What new, revolutionary technologies will interest the mafias? Artificial intelligence, 5G, the Internet of Things, self-driving cars, quantum computers\u2014these are some sectors that have already been tested and promise developments and huge gains to society as soon as their practical, widespread, and extended applications are made available. It is precisely this last aspect on which the mafias will concentrate to accumulate huge profits. The widespread diffusion of 5G, for example, promises immense earnings that cannot fail to appeal to the mafias that have already been at work in this sector for some time. No more will they have to rely on fiber optic cables; instead, they can use communication pulses relaunched between antennas and cells at least a thousand times faster than those guaranteed with 4G technology. The 5G technology will forever eliminate the latency time in the passage of audio, video, and images. It will be possible to download an entire TV series in a few minutes or remotely control cars, appliances, and robots in real time. Thanks to the connection between sensors, cameras. and drones, it will be possible to efficiently manage road and airport traffic. Just imagine for a moment what this means for mafias all over the world. Most of these new features can be used to aid crime, with just a smartphone.<\/p>\n<p>Another sector where the mafias have turned their attention is the \u201cmulticloud\u201d sector. In recent years, the technology of cloud computing has allowed users to save images, documents, audio, and video in online archives that are accessible at any time and place where there is access to an internet connection. The problem is that these cloud services don\u2019t communicate with each other. The newest technology, on the other hand, is moving toward infrastructures that will integrate the public and private cloud services of different suppliers, optimizing communication and licensing costs and preventing the overload of the data centers of a single supplier. Who will manage this whole business with huge profits? A new area to be addressed is also edge computing or distributed and open technology capable of processing data from a device\u2019s local server, instead of transmitting it all to the data center. In essence, users will have instant access to a large volume of data that are processed in real time without delays and consuming less bandwidth than expected, because only the most important information is sent to the central cloud. What does this mean for the mafias? Organized crime will be able to process data that may come from money laundering or other \u201cspy\u201d crimes to optimize the illegal process and turn it into legal funds by transferring the data precisely to global legal markets.<\/p>\n<p>In the transnational context, the mafias are already working to use the new technology of the \u201csmart home.\u201d Thanks to state-of-the-art technology, homes will be able to be smarter, with household appliances able to communicate with each other without the need for human interaction or direction. This obviously can happen not only with household appliances but with the drones and robots increasingly used by mafias for the trafficking and distribution of drugs. The mafias could soon have the technology to create a single standard to make home automation devices compatible with each other across different continents in the preparation of synthetic drugs.<\/p>\n<blockquote><p><span style=\"color: #50bfe6;\">\u201cFor the mafia, obtaining machines capable of completely autonomous driving, means, for example, reducing risks and costs by eliminating drug couriers.\u201d<\/span><\/p><\/blockquote>\n<p>One last technology is of great interest to the mafias: totally autonomous driving\u2014vehicles that are driven without a pilot or operator. Of the new technologies, this is by far the most dangerous. For the mafia, obtaining machines capable of completely autonomous driving, means, for example, reducing risks and costs by eliminating drug couriers. Artificial intelligence will open unprecedented scenarios for the solution of complex social problems such as climate change, health inequalities, scarcity of energy resources, urban development, and industrial growth, but, at the same time, unfortunately, it will also open new markets in which mafias from all over the world will dive headlong.<\/p>\n<h3><span style=\"color: #50bfe6;\"><strong>Conclusions<\/strong><\/span><\/h3>\n<p>To combat all these new aspects, it will be essential to act as soon as possible by training the police forces and the judiciary. Legislators must be encouraged to adapt the classic categories of substantive and procedural criminal law with the problems posed by the use of IT and artificial intelligence tools, both for the commission of crimes and for their procedural assessment internationally. The new technological frontiers of today make up the engine of the rapid change in society to which the new mafias have already perfectly adapted. This transformation avoids delays and overcomes any obstacle to fast and effective execution. The goal is to proceed with the seizure and confiscation of illicit assets wherever they are, quickly, overcoming linguistic problems, equipping each country with liaison magistrates, and preventing organized crime groups from exploiting dangerous gaps in legislation and increasing the groups\u2019 economic and criminal power.
