{"id":63834,"date":"2021-07-01T06:00:54","date_gmt":"2021-07-01T10:00:54","guid":{"rendered":"https:\/\/www.policechiefmagazine.org\/?p=63834"},"modified":"2025-02-12T11:25:23","modified_gmt":"2025-02-12T16:25:23","slug":"managing-communications-successful-outcomes-civil-unrest","status":"publish","type":"post","link":"https:\/\/www.policechiefmagazine.org\/managing-communications-successful-outcomes-civil-unrest\/","title":{"rendered":"Managing Communications  to Increase Successful Outcomes for Civil Unrest"},"content":{"rendered":"<p>&nbsp;<\/p>\n<p class=\"Features_Feature-Paragraph\"><span class=\"Feature-Paragraph-Intro--first-5-words-\">In 2020, the United States witnessed demonstrations and civil unrest on a scale not experienced in decades.<\/span><span class=\"Feature-Paragraph-Intro--first-5-words-\">\u00a0<\/span>Public safety professionals in the United States have a sacred duty to uphold the U.S. Constitution, which includes the right to assemble and engage in free speech; law enforcement also has the incredible responsibility to protect the public and prevent crimes whenever possible. Managing civil unrest is complex, challenging, and sometimes dangerous work, and how the police and their public safety partners plan, prepare, train for, and staff these events can have significant implications on the budget, morale, legal liability, and perceptions of legitimacy and trust with the public.<\/p>\n<p class=\"Features_Feature-Paragraph\">Historically, much of the focus for preparing for crowd management events has centered on training and staffing the operational or investigative functions, and communications has been completely overlooked or drastically understaffed. The Portland Police Bureau (PPB) executive and incident management teams have learned the significance of supporting and adequately staffing the team responsible for strategic communications to improve successful outcomes. The lessons learned are relevant to agencies of all sizes and can be adapted for other crises as well. An appropriately staffed and supported communications team is a resource multiplier and can have a significant impact on community trust and perceived legitimacy.<\/p>\n<h3 class=\"Features_Feature-Subhead\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Staffing, Training, and Planning Appropriately<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">Prior to August 17, 2019, the PPB\u2019s response to crowd management events included assigning two public information officers (PIOs) to the Incident Command Post (ICP). One PIO would coordinate messaging with the sound truck (a vehicle in the field outfitted with an amplifier to provide instructions and orders to demonstrators), and one would craft and disseminate information via social media. These events would typically include one press release prior to the event and one post event. Following an event on June 29, 2019, there was a viral media storm that did not adequately demonstrate PPB\u2019s response to the event, but the story spread nationally and had major negative consequences for the city and the agency. This is when the PPB recognized that its practice at the time was inadequate.<\/p>\n<p class=\"Features_Feature-Paragraph ParaOverride-10\">After careful review of the June 29 event and aftermath, it was determined several steps could be taken to improve preparation, planning, and staffing the communications functions for events. Some members of the communications team had just completed the Federal Emergency Management Agency (FEMA) Advanced PIO course, which provided the opportunity to participate in a simulated joint information center (JIC) over the course of several days. The JIC concept was implemented for the August 17, 2019, event, which drew thousands of out-of-state and local individuals with differing ideological perspectives to Portland. Creating a sound communications plan, collaborating with other agencies, proactively providing information in a variety of formats, and activating a JIC were very effective in managing how the event was portrayed by the media and perceived in the community, which amplified the overall success.<\/p>\n<h3 class=\"Features_Feature-Subhead ParaOverride-57\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Role of the Joint Information Center (JIC)<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">A JIC is composed of public information specialists who are assigned key roles during an event or incident. There is a lot of information to manage during events, and it is often too much for one or two individuals alone to successfully handle. The key roles in a JIC include the following:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">\n<figure id=\"attachment_63838\" aria-describedby=\"caption-attachment-63838\" style=\"width: 370px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-63838\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-3-JIC-300x194.jpg\" alt=\"A team sits a computers and phones, with screens and white boards lining the walls to keep them appraised of event status and incidents.\" width=\"370\" height=\"239\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-3-JIC-300x194.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-3-JIC-768x496.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-3-JIC.jpg 1013w\" sizes=\"auto, (max-width: 370px) 100vw, 370px\" \/><figcaption id=\"caption-attachment-63838\" class=\"wp-caption-text\">The communications team needs appropriate space and equipment to successfully manage all of the information for these critical events in the joint information center (JIC).<\/figcaption><\/figure>\n<p><strong><span class=\"CharOverride-118\">JIC Manager:<\/span><\/strong>\u00a0This person oversees the JIC operation. This role is critical to ensure information is flowing and objectives are being met. Think of the JIC manager like the director of a symphony.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\"><strong><span class=\"CharOverride-118\">Lead Public Information Officer (PIO):\u00a0<\/span><\/strong>This designated individual is the voice of the event and has a crucial position. The support teams get in-<br \/>\nformation to the lead PIO so that person can share the information with the public via video or media briefings.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\"><strong><span class=\"CharOverride-118\">Information Gathering Team:<\/span> <\/strong>This team scans local and national media for situational awareness and to assess if the JIC\u2019s messaging is effective or if adjustments are needed, as well as scanning social media for misinformation, rumors, and important videos. Others on the team monitor fire and police calls and the operational radio net to identify key information.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\"><strong><span class=\"CharOverride-118\">Content Creation Team:<\/span><\/strong>\u00a0This team creates content throughout the event, so updates are provided to the public and media over time, rather than just in a press release at the end. One very effective tool has been the creation of short videos that are produced on a regular schedule. Staffing this team with individuals who can produce and publish short videos in a quick time frame (under 10 minutes) is key. The team creates a script based upon information provided by the information gathering team. This can include updates on the situation, traffic impacts, injuries, arrests, weapons seizures, and other public safety information to help tell the story of what is happening. The team also prepares talking points for key participants (chief, mayor, sheriff, or other key agency partner leaders) for press conferences, social media tweets, and press releases.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-58\"><strong><span class=\"CharOverride-118\">JIC Liaison to Incident Command Post (ICP):<\/span>\u00a0<\/strong>This individual coordinates with PIOs housed in the command post to share critical information with the incident commander, such as officer safety information gleaned from information gathering.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-58\"><strong><span class=\"CharOverride-118\">VIP Liaison:<\/span><\/strong>\u00a0The VIP liaison provides scheduled updates to key officials and answers questions that arise. This is very effective in helping to keep elected officials and agency leaders informed so they are not compelled to be at the command post.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-58\"><strong><span class=\"CharOverride-118\">Information Manager:<\/span><\/strong>\u00a0This individual is assigned to collect information in a visible manner (e.g., on a large white board in the JIC room) so everyone can maintain situational awareness.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-58\"><strong><span class=\"CharOverride-118\">Graphic Designer:<\/span><\/strong> The graphic designer creates graphics and maps to help the team and the public visualize what is happening and what areas are impacted.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-58\"><strong><span class=\"CharOverride-118\">Technical Assistant:<\/span><\/strong>\u00a0This individual assists with technical issues that arise, such as connecting with the internet and supporting the team\u2019s technical needs.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"Features_Feature-Paragraph\">The key to a successful JIC is flexibility. The assignment of roles helps to avoid confusion and prevent the duplication of tasks or gaps in key areas. Identifying the desired outcomes and staffing assignments accordingly are crucial.<\/p>\n<h3 class=\"Features_Feature-Subhead\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Staffing the JIC<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">Most agencies, PPB included, do not have the personnel to adequately staff a JIC. In Portland, PPB has a history of working collaboratively with local, state, and federal partners and has been able to leverage these partnerships to form fully staffed JIC teams with communications professionals who have a wealth of collective experience. Partner communications staff have been provided at no additional cost from these agencies:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Multnomah County Sheriff\u2019s Office<\/li>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Oregon State Police<\/li>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Federal Bureau of Investigation<\/li>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">U.S. Attorney\u2019s Office<\/li>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Multnomah County District Attorney\u2019s Office<\/li>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Other city bureaus (Portland Fire &amp; Rescue, Bureau of Emergency Management, Parks, Transportation, Finance, and Mayor\u2019s Office)<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<p class=\"Features_Feature-Paragraph ParaOverride-1\">The keys to success are to develop these relationships ahead of time, plan ahead, engage in tabletop exercises, and assess the skill sets needed for specific roles. PPB has found these multiagency teams to be very effective in encouraging positive media coverage, increasing public awareness about events, managing budgetary constraints, and enhancing interagency relationships.<\/p>\n<h3 class=\"Features_Feature-Subhead ParaOverride-60\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Planning Ahead<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">There are several communications considerations that should be taken into account when planning for an event.<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Making sure the team has the appropriate training (FEMA, ICS, and PIO training are highly recommended).<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Identifying adequate space for the team, including multiple monitors to watch live streams and media coverage, computer stations, space to produce videos, and printers. Testing the space out for interoperability and cell\/internet accessibility with partners ahead of time is important.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Creating large maps of the area impacted for the JIC team to review in the event of a major catastrophe or to reference for closure information and situational awareness.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet ParaOverride-59\">Investing in equipment, such as tripods, lapel microphones, teleprompter, and video cameras or phones that can record videos. These do not have to be expensive, and PPB has managed to produce effective videos on a simple iPhone with a teleprompter.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Building up the agency\u2019s social media platform ahead of time so community members and the media know how to get real-time, vetted information. PPB utilizes Twitter (@PortlandPolice) to provide real-time updates, videos, and links to press releases. Many of the videos have been viewed more than 10,000 times during an event and some more than 100,000 times. Over the course of a few days, PPB social media platforms have had millions of social media impressions, indicating the power of social media in disseminating key messaging.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Collaborating with other city bureaus\u2019 communications team members to increase public safety. Pre-planning is critical. Not all police leaders have prior exposure to media, and speaking to media takes practice and skill\u2014it is not something to learn in the midst of a crisis. There are some steps police leaders can take to prepare and improve their media skills.<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Identify opportunities to talk to media outside of times of crisis. This will provide needed exposure to improve confidence and build the leader\u2019s reputation with the community and media.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Identify key messages and create talking points ahead of time.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">If planning a press conference or media interview, consider what questions may get asked and have a planned response. If there is something controversial, include it in the main talking points instead of waiting for the media to ask about it.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Practice recording short video segments and working with a teleprompter.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Watch other leaders and how they interact with media. Identify what works well for them and where improvements could be made.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Practice the talking points and have someone from the team pose questions ahead of a media event so the executive can get comfortable with the key points and be best prepared to answer questions effectively.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Consider the role of the journalists and the questions they might ask in their role. Remember, journalists are doing their jobs, and some of them will try to generate an emotional response, such as anger or defensiveness. The more the leader practices and prepares for those hot topic questions, the more likely his or her responses will be professional and impactful.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Network with other key public safety leaders and host events including them. For example, PPB has planned events including key leaders from the Oregon State Police, Oregon National Guard, Multnomah County Sheriff\u2019s Office, Federal Protective Services, U.S. Attorney\u2019s Office, Multnomah County District Attorney\u2019s Office to help promote the collective expectations, reassure the public, and set the tone prior to events. There is a lot of angst and fear in the community about protests and other such events, and police executives can help reassure those who want to participate in lawful activities about the agency\u2019s goal to facilitate and support those lawful efforts while also sending a message about how unlawful and unsafe actions will be addressed.<\/p>\n<p class=\"Features_Feature-Paragraph ParaOverride-53\">Do not forget internal messaging as well. Support the team by keeping them informed, providing clear direction, and extending gratitude for their efforts. Highlighting good work goes a long way in supporting the morale of the team, including all of the support staff.<\/p>\n<p class=\"Features_Feature-Paragraph ParaOverride-53\">Finally, planning for the future is important. Does the executive team have the skills to step in and assist in media events if the chief executive is not available? If events continue into multiple operational periods, it may be necessary to have a back-up plan for another individual to be the lead.<\/p>\n<h3 class=\"Features_Feature-Subhead\"><span style=\"color: #e0ba22;\"><span class=\"CharOverride-117\">Keep\u00a0<\/span><span class=\"CharOverride-117\">It Simple<\/span><\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">Distilling the messaging is critical. Based upon prior analysis, PPB identified the need to highlight its planning, partnerships, and professionalism related to crowd management. (The \u201cthree Ps\u201d can provide a framework for building a messaging strategy.) There is a lot of behind-the-scenes work that happens before, during, and after the events, and it is important to highlight these activities to thwart the false notion that an agency is ill prepared. PPB has used a number of strategies to help highlight these principles:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\"><strong>Hosting media education events to help media understand the planning process, the training and skills of the teams involved, and the roles of key leaders<\/strong>. PPB uses the Incident Command System (ICS) model for all major events, and this information is important for the public and media to understand. Absent this information, assumptions are made that PPB is not organized or trained or lacked planning. PPB hosted one event with an incident commander, Planning Section chief, Operations Section chief, crowd management expert, and Portland Fire &amp; Rescue medic to explain their roles, which was very successful.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\"><strong>Creating media events in tandem with partners<\/strong> and highlighting how all of the partners work together.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<figure id=\"attachment_63843\" aria-describedby=\"caption-attachment-63843\" style=\"width: 267px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\"wp-image-63843\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-9-Weapons-Seized.jpg\" alt=\"\" width=\"267\" height=\"201\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-9-Weapons-Seized.jpg 1202w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-9-Weapons-Seized-300x226.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-9-Weapons-Seized-1024x770.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/Image-9-Weapons-Seized-768x578.jpg 768w\" sizes=\"auto, (max-width: 267px) 100vw, 267px\" \/><figcaption id=\"caption-attachment-63843\" class=\"wp-caption-text\">Some of the weapons seized during mass gathering events.<\/figcaption><\/figure>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><strong>Proactively releasing information about expectations, providing context explaining what the police are doing and why, and countering rumors or false information.<\/strong> This flow of information is critical to supporting the professional work that is being done. Images are an important way to help these messages resonate, so it is crucial for those in the field to send photos or video segments to the communications team promptly (as circumstances permit). For example, images of weapons seized can highlight the danger of the situation and support the operational strategies, especially if force or munitions are used in order to seize weapons or make key arrests. Providing context is critical for the PIOs to successfully support the operational mission and build legitimacy and trust in the community.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\"><strong>Leveraging graphics, photographs, and video to help tell the story or share key information.<\/strong> PPB creates maps and images to help the public to be aware of where activities may be taking place, to highlight key messages such as the incident objectives, and to provide lasting impressions of information. The photographs and videos provided are then highlighted by media, which helps to amplify the intended messaging. In the world of social media, these are necessary techniques for having the most impact with messaging as written context is not as powerful on its own.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3 class=\"Features_Feature-Subhead\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Supporting Investigations<\/span><\/h3>\n<p class=\"Features_Feature-Subhead\">The communications team can assist investigators in setting the tone ahead of an event and even after by soliciting input and tips from the public. This also supports the operational objectives and sets the tone about what behaviors are out of bounds. For example, prior to the August 17, 2019, event, PPB released a series of press releases asking for the public\u2019s help identifying individuals engaged in criminal acts from a prior event, then followed up with press releases highlighting subsequent arrests and associated charges. As a result, some individuals with extreme views publicly announced they were not going to attend the event, which helped to de-escalate the situation ahead of time. At the conclusion of events and over the course of the investigations, PPB PIOs continued to proactively release information about these high interest cases. Partners with the Multnomah County District Attorney\u2019s Office and U.S. Attorney\u2019s Office also released information about indictments and case resolutions, which reinforced community expectations about accountability.<\/p>\n<h3 class=\"Features_Feature-Subhead ParaOverride-61\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Contingency Planning<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">Beyond effectively managing communications during an event with a JIC team, it is important to consider worst-case scenarios and plan ahead. PPB JIC members develop strategies for messaging during an event about what is happening, but they also discuss and create plans for additional possible scenarios, such as a vehicle running into a crowd, a mass casualty event, a shooting within a crowd, and other possible crises. Identifying possible mass casualty collection points or evacuation routes ahead of time will decrease the time spent creating messaging to notify the public in urgent situations.<\/p>\n<p class=\"Features_Feature-Paragraph\">It is critical to staff the communications team appropriately, especially if there is the possibility of a compounding event that exponentially decreases public safety. For example, in the event of a mass casualty situation, information needs to be disseminated quickly to let the public know what areas to avoid; whether to evacuate or shelter in place; and where to direct victims, witnesses, media, and those hoping to reunify with loved ones, for example. The sooner that specific, clear, and timely information can be provided, the greater the impact on restoring order to the chaos and helping to keep the scene clear of additional bystanders while critical public safety work is happening,<\/p>\n<h3 class=\"Features_Feature-Subhead ParaOverride-10\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Post-Event Considerations<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">The PIO team\u2019s work is not done at the conclusion of the event. They still need to complete press releases, identify rumors and misinformation, provide updates about arrests, and sometimes plan for end-of-event media availability. This is a critical time to support the team as the need to manage information continues and all of the hard work can be unraveled if this is not done. If there are viral videos or if controversy is generated, it is imperative for those to be identified quickly and for the agency leader to proactively address any controversy as soon as possible to help frame and shape the narrative. This could be addressed with a media event or even a recorded statement.<\/p>\n<h3 class=\"Features_Feature-Subhead\"><span class=\"CharOverride-117\" style=\"color: #e0ba22;\">Equity Considerations<\/span><\/h3>\n<p class=\"Features_Feature-Paragraph\">There are several key considerations to take into account early in the plan development related to equity impacts. It is important to incorporate equity at every step to have the most positive impact. PPB incorporates equity considerations into its message through the following actions:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Consulting with the PPB Equity team and key community partners to get input on messaging and concerns they may have about the event. These partners help improve the messaging and support getting the messaging out to specific communities, as these participants can help share the messaging through nontraditional channels.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Having a sign language interpreter present for media events.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Adding text scripts or subtitles for videos.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Adding \u201calt text\u201d (descriptions of what the photograph depicts) to photographs that are posted to social media.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li class=\"Features_Feature-Bullet\">Providing information in different languages. One incident, such as an officer-involved shooting, can generate a response that the agency may be understaffed and unprepared for, so it is in the agency and community\u2019s best interest to consider how the police can prepare for events both operationally and through communications. This means broadening the plan to not only include communications, but centering that key role. Does the agency have a plan for an officer-involved shooting incident generating a crowd management event while it is active? The challenges with COVID-19 have helped media teams learn to be resourceful and do things in new and innovative ways, such as hosting virtual media events rather than in-person ones or using video more frequently.
