These areas consist of some hotels but are predominantly residential communities, far from the popular entertainment district known as South Beach.<\/p>\n<p>Miami Beach is bordered to the north by the small oceanside community of Surfside. At times, officers from MBPD are called upon to assist their neighbors with emergency calls, and this was the case in the early morning hours of June 24, 2021. Shortly after 1:22 a.m., MBPD officers responded to assist the Surfside Police Department at the Champlain Towers South condominium. Officers arrived to find the building had partially collapsed.<\/p>\n<h3>Initial Peer Support Response<\/h3>\n<p>Lieutenant Elise Spina-Taylor, the Wellness Program and Peer Support Team (PST) coordinator, was awakened in the early morning hours and briefed on the situation, particularly MBPD\u2019s involvement in assisting initial rescue efforts. Once she ascertained that no MBPD officers were injured, she immediately contacted PST members and began organizing a defusing session for the officers who had responded to the scene, prior to them going home.<\/p>\n<p style=\"padding-left: 40px;\"><em>The core technique in defusing is to verbally process the stress reactions within the group (i.e., ventilation) to facilitate constructive communication and motivate corrective adjustments, and it is typically more immediate, briefer, and less formal than debriefing.<\/em><sup>1<\/sup><\/p>\n<p>It\u2019s been suggested that such brief mental health interventions, conducted at the work site, may be effective in the aftermath of a large-scale traumatic event.<sup>2<\/sup> MBPD\u2019s PST had conducted critical incident defusing sessions before\u2014but not to this scale. Thankfully, they were trained, willing to serve, and ready to listen.<\/p>\n<p>Responding officers arrived for the defusing session in the training room, which was chosen because it is considered a safe place. Some of the officers still had dust on their uniforms from the fallen debris, so they were given a chance to shower and change clothes before the session commenced.<\/p>\n<p>A sense of anger and disbelief permeated the session. Officers vented, and PST members listened. Several officers expressed their thanks for being allowed to be heard. The purpose of the PST response was to provide immediate emotional support, reduce stress, and provide resources. Per departmental policy, officers would be required to attend a formal critical stress debriefing session with the departmental psychologist at a later date.<\/p>\n<h3>Subsequent Peer Support Response<\/h3>\n<p><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-70314 alignright\" src=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/MBPD-CSI-at-Site-300x225.jpg\" alt=\"\" width=\"352\" height=\"264\" srcset=\"https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/MBPD-CSI-at-Site-300x225.jpg 300w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/MBPD-CSI-at-Site-1024x768.jpg 1024w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/MBPD-CSI-at-Site-768x576.jpg 768w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/MBPD-CSI-at-Site-1536x1152.jpg 1536w, https:\/\/www.policechiefmagazine.org\/wp-content\/uploads\/MBPD-CSI-at-Site-2048x1536.jpg 2048w\" sizes=\"auto, (max-width: 352px) 100vw, 352px\" \/>After some time, operations at the incident site shifted from rescue to recovery. MBPD\u2019s Crime Scene Investigations Unit (CSI) assisted in this effort. The CSI supervisor requested a defusing session for his personnel as well.<\/p>\n<p>CSI personnel arrived physically and mentally exhausted from that day\u2019s efforts and the cumulative effects of working around the clock for a prolonged period. A sense of sadness permeated the onset of the session when CSI veterans broke down in tears as they recounted their stories of sifting through the debris for human remains. By the end of the session, PST and CSI members were hugging, crying, and connecting. Sadness was replaced with a sense of shared purpose\u2014namely, to help each other through this difficult time.<\/p>\n<h3>PST Civilian Personnel\u2019s Response<\/h3>\n<p>MBPD\u2019s civilian PST members also provided a host of services in response to this tragedy. Some of them work full-time as victim advocates and regularly work with families in the aftermath of tragedy; therefore, they had access to resources that could help the families of the deceased. Furthermore, some department employees felt more comfortable talking to a civilian than sworn personnel.<\/p>\n<h3>MBPD PST History<\/h3>\n<p>In 2015, then-MBPD Chief Daniel Oates wanted to create a PST. He understood the value and necessity of a PST after responding officers had been impacted by the Aurora Theater Shooting in Colorado, where he had been chief.<\/p>\n<p>Due to the unfamiliarity of police PSTs in Florida, the process began with researching and consulting with Dr. John Nicoletti of Nicoletti-Flater Associates. Through this collaboration, MBPD developed policy and selected the first peer team members, whose training included both classroom and scenario-based sessions. The department\u2019s rank and file were introduced to the PST during their annual mandatory training.<\/p>\n<p>Despite initial skepticism from personnel regarding confidentiality, team members understood its value and sought out the trust of their peers. The PST began to do so by helping an officer who unexpectantly lost a parent. The team helped with funeral arrangements, sat with the officer, and provided for the officer\u2019s needs. The PST continued its efforts by responding to the aftermath of critical incidents, providing support to officers\u2019 emotional, mental, and spiritual needs. Over time, officers began seeking out peer team members on a regular basis. Officers that were once vocal critics of the program became the PST\u2019s biggest supporters.<\/p>\n<p>By 2019, the PST expanded to include a departmental wellness program called S.T.E.P.P. This is a holistic approach to wellness with the mission of providing programs, training, education, and resources that can help employees lead a more healthy and productive life. The five pillars of wellness follow:<\/p>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li><strong>S<\/strong>upport<\/li>\n<li><strong>T<\/strong>actical knowledge\/skills<\/li>\n<li><strong>E<\/strong>motional well-being<\/li>\n<li><strong>P<\/strong>hysical health<\/li>\n<li><strong>P<\/strong>ersonal\/financial stability<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<h3>Recommendations<\/h3>\n<p>There are many important lessons learned since the onset of this program. First, the department must be a pillar of support for, rather than a detached observer of, its officers. This begins with the administration buying into the concept of wellness and allowing the PST the autonomy to help officers, while maintaining confidentiality.<\/p>\n<p>Second, the developmental process of a PST takes time. It will require a genuine commitment to help people, patience, research, careful selection, and training. There are no shortcuts. There may be setbacks, but it\u2019s important to continually move forward through constant assessment and evaluation. MBPD\u2019s PST\u2019s preparation in the form of training, selection, and formation paid off with immeasurable dividends in the wake of the tragedy in Surfside. In 2022, the PST expanded its training and understanding of managing stress through a partnership with the Boulder Crest Foundation, incorporating elements of the Struggle Well program into the PST\u2019s practices.<\/p>\n<p>Finally, start with one win at a time.
