The biggest concern, in my mind, is that many facets of these issues are noncriminal. To that end, they are not \u201claw enforcement\u201d issues, yet law enforcement personnel are often the first group called to assist. They are more in line with quality-of-life issues. Law enforcement as a first response to many of these incidents is clearly not ideal. Agencies recognize this, and many that have the resources to do so are expanding their response capabilities. Unfortunately, many agencies do not have the necessary resources to carry that burden internally. Additionally, cooperation and collaboration between police agencies and mental health organizations is routinely lacking. Intake processes are typically cumbersome and dysfunctional, creating an additional burden on law enforcement resources. My officers are routinely tasked with assessing and taking into custody those who are having an active mental health crisis. This often involves sitting with them in an emergency room environment, sometimes for days, and then having to transport them to a treatment facility. This facility can be four minutes or four hours away, depending on the available bed space. This asks a lot from officers with minimal mental health training, and it is certainly not the best scenario for a person in crisis. Releasing incomplete or inaccurate information prematurely can compromise ongoing investigations or jeopardize the safety of the individuals involved. Leaders must carefully consider the timing of information releases to ensure transparency without hindering investigative or prosecutorial efforts. An essential step in maintaining public trust is managing public expectations through community meetings and education before these incidents occur. Regardless of operational necessities that may call for a delayed release of body-worn camera footage, it will almost always invoke a \u201cwhat are they hiding\u201d perception.
